JCC Harry Potter: Death Eaters
Security Council Simulation at Yale
Letter from the Dais
Dear Delegates,
It is our honor to welcome you to SCSY XL, and particularly to JCC’s Harry Potter committee. We are beyond excited to serve as your co-chairs throughout the duration of this conference, and am confident that you will find this committee challenging and the topics thought-provoking. The entire SCSY XL secretariat, alongside our trio of co-chairs, have been working diligently in refining the layout of JCC’s Harry Potter committee to ensure the most rewarding and polished conference experience for you all. Thus, we are beyond excited to witness all of you rise up to the challenging topics we have chosen for discussion and deal delicately with the grave topics we are entrusted to resolve.
Just a little bit about the three of us - Anjali Bery is a current junior in Berkeley College at Yale University. She was born and largely raised in Hong Kong, though she has spent time living in both India and the United States. Having graduated from the German-Swiss International School, Anjali speaks both German and Mandarin, and has managed to squeeze Hindi into her Yale education. Anjali is a Political Science and Economics double major, and she enjoys exploring the overlapping topics of development and globalization in particular. Her academic interests feed well into the topic of discussion for this committee, as well as her background of community service in Northern India. Outside the classroom, Anjali enjoys playing squash and is an active member of Yale’s Model United Nations team. She is also a travel bug and enjoys finding new destinations, be it somewhere in New England or New Zealand.
Jack Hilder is a junior in Morse College at Yale. He was born and raised on the Upper West Side (easily the best neighborhood) of New York City. He is less impressive than Anjali and speaks slightly garbled French in addition to English. He is an English and History double major, so he will be extremely unemployed upon graduation. Outside of SCSY, Jack serves as the President of Bulldog Productions, Yale's undergraduate filmmaking group; teaches international relations to New Haven-area middle and high schoolers for Hemispheres; sits on the board of the Yale Film Alliance; chairs for Yale Model United Nations, Yale's homegrown high-school MUN conference in New Haven; teaches specialized one-off lecture classes to tri-state area middle and high schoolers with Splash and Sprout at Yale; is a member of MEREAD, Yale's discussion group on the Israeli-Palestinian conflict, and sleeps as much as he possibly can (which is a fair amount). Please direct all questions about the committee to Anjali because she is way more competent! (I'm literally not kidding).
Simon’s a sophomore in Stiles who grew up in Nashville, TN. He speaks English and passable French (he pretends to confuse German and Spanish to exasperate his German roommate). He is interested in understanding/thinking about solutions to poverty, violence, and inequality especially with regard to food policy, equality under the law, race/ethnicity, social norms, prison policy, and equal opportunity; he’ll probably study something in the ethics, politics, and economics/ethnicity, race, and migration/global affairs/political science cluster. When he’s not pretending to have an existential crisis to make people think he’s ~deep~, Simon helps run a service program for 40 first-years and the Yale Hunger and Homelessness Action Project. He delivers food with the Restaurant Rescue Project, competes with the Model UN Team, and writes and edits for The Politic. He’s excited to meet you and has a penchant for email, so don’t hesitate to reach out.
SCSY love and ours,
Anjali, Jack and Simon
Topic History
The Death Eaters have a long history, starting in the days of Tom Riddle and the “Knights of Walpurgis.” This original organisation included people that Voldemort knew from his time at Hogwarts School of Witchcraft and Wizardry. Nearly all of those recruited were from Slytherin House. The inception of this secret society came after Voldemort had successfully created his horcruxes. Thus, it was then (in the 1970s) that Voldemort gathered a group of dark wizards and terrifying creatures to infiltrate the Ministry of Magic and persecute Muggleborns, thus spreading dark magic across the wizarding community.
The First Wizarding War (FWW):
"Imagine that Voldemort's powerful now. You don't know who his supporters are, you don't know who's working for him and who isn't; you know he can control people so that they do terrible things without being able to stop themselves. You're scared for yourself, and your family, and your friends.” - Sirius Black on the First Wizarding War
Death Eaters fueled the First Wizarding War through a series of stealth attacks, espionage, torture and mass killings of wizards, witches, and large numbers of Muggles. These random acts of terror were almost always on the orders of Voldemort. When the Ministry did not suffer an ostensible collapse in the eleven years of Voldemort's reign, the Death Eaters began to attack prominent wizarding families. As a result, fear gripped the wider wizard community, but the Death Eaters remained opposed by the Order of the Phoenix, founded by Albus Dumbledore. The Ministry, in retaliation and spearheaded by the head of the Department of Magical Law Enforcement Barty Crouch Snr, legalised the usage of the Unforgivable Curses against suspects, and ordered kill rather than capture, attack first and question later, and imprison without trials.
At the height of the war, Severus Snape reported to Lord Voldemort the part of a prophecy he had heard, while listening in on a conversation between Dumbledore and Sybill Trelawney, which predicted that either Harry Potter (son of Order members James and Lily Potter) or Neville Longbottom (son of Order members Alice and Frank Longbottom) would be the one to destroy Voldemort. Voldemort chose to attack the Potters, seeing Harry as a greater danger to him. Despite being under the protection of the Fidelius Charm, Voldemort was able to gain entry into their home because James had entrusted his old friend Peter Pettigrew to be Secret-Keeper, and Pettigrew subsequently betrayed the secret to Voldemort. The Potter family home under attack, Voldemort murders Lily and James Potter.
When Voldemort next tried to kill Harry, the Killing Curse rebounded off Harry and hit Voldemort, destroying his living body. Voldemort's soul survived and escaped, while a bit of his soul attached itself to Harry, thus sealing his fate as the "Boy Who Lived."
With their leader's disappearance, the Death Eaters largely fell into chaos. Many were rounded up and imprisoned in Azkaban with trials, as part of the hard line taken by Ministry official Barty Crouch Snr. Sirius Black, whom Pettigrew framed for his crimes, was among the prime suspects of Death Eater activities imprisoned without a trial. Soon afterward, Bellatrix, Rodolphus, and Rabastan Lestrange, and Barty Crouch Jr tortured the Longbottoms into insanity while trying to procure information about Voldemort's whereabouts: this attack was considered one of the most atrocious acts in history. They were captured and sentenced to Azkaban, but Bellatrix proudly proclaimed that the Dark Lord would rise again.
Between Wars:
Some Death Eaters managed to elude justice by claiming the Imperius Curse had been used on them, such as Lucius Malfoy, or by turning in other Death Eaters, as Igor Karkaroff did. Due to many trying to escape by claiming they were bewitched, the Ministry assigned specialists to find out who was lying, although this did not work out to the fullest since Malfoy and several others were determined innocent.
Current Situation
Voldemort’s Return
The war against evil was far from over. On June 24, 1995, He Who Must Not Be Named returned. Barty Crouch Jr, a Death Eater, disguised himself as Alastor Moody. From there, he turned the Triwizard Cup into a portkey transporting Harry Potter and Cedric Diggory to a graveyard. Cedric was killed soon after by Peter Pettigrew who performed a ritual to resurrect Voldemort. Harry was able to escape and tell Dumbledore what had happened.
Important Aspects of This Issue:
The most important part to comprehending this issue is knowing how each element of the situation is a part of a larger narrative. In understanding this larger issue, not only can we have a better grasp on these complicated and convoluted history, but we can also be more informed when predicting the future.
The Revival of Death Eaters
The events that took place at the Triwizard tournament reflect the various entangled alliances, betrayals, and sides that are involved in the matter that have not yet come to light; moments after Lord Voldemort had finally regained his body, he summoned his followers to him by touching Peter Pettigrew's Dark Mark. Some proved too afraid to return to him, such as defector Igor Karkaroff, while others who were dead or imprisoned remained absent. Severus Snape did not return on the claim that he had to appear more loyal to Dumbledore and the Order of the Phoenix. The return of such an inactive and exiled Death Eater such as Barty Crouch Jr not only encourages the return of more Death Eaters but also their capacity to truly terrorise the wizarding community. As was the case with Pettigrew, myths of the past may not be as definitively settled as we thought. A lack of trust and reliability presents a larger problem for the Order which largely operates through clandestine networks. A loss of assuredness and transparency as loyalties to Dumbledore and severances with Voldemort has created a great opportunity for the Death Eaters to solidify its group and fulfill their mission.
Severus Snape and Potential Spies
With the second coming of Voldemort and the threat from the Order of the Phoenix, the Death Eaters must reestablish their loyalties. A spy within the Order of the Phoenix could compromise future plans and raids. One alleged traitor that is worth noting is Severus Snape whose questionable past as an Order member may be in conflict with his current position in the Death Eaters. For now, Snape is still trusted by the rest of the Death Eaters because Voldemort trusts him as well. All in all, all allegiances and credibilities are up for questioning at this point.
The Ministry’s Denial of Voldemort’s Return
While Dumbledore accepted Harry’s account of all that took place during the triwizard tournament, Cornelius Fudge, the Minister of Magic, refused to believe that what Harry said was true. First and foremost, Fudge believes that Professor Dumbledore is after is job as Minister of Magic, seeing as many throughout the wizarding world have advocated for his ascension into the position for awhile. Due to Fudge’s own insecurities, he now refuses to listen to Dumbledore’s advice. This is a departure from his former dependence on Dumbledore who was practically an informal advisor to the ministry. The lack of influence that Dumbledore now has over the Ministry is a great opportunity for the Death Eaters directly impact the Ministry from top-down, without suspicion or greater resistance. This shift in alliance also makes the Ministry easier to infiltrate as the guards are not up against the return of Voldemort.
Throughout the entire year, there were several indications that could’ve foretold the future, such as the casting of the dark mark during the Quidditch World Cup, Winky, Barty Crouch Sr.’s house-elf being accused of casting said mark, an alleged attack on Alastor aka. Mad-Eye-Moody’s house, etc. It is precisely the unlikelihood for such events to happen, that made these events happen. These aforementioned events can suggest the incredible fear that is making people intentionally ignorant, to be blind to very threatening and unbelievable but very real realities.
Dissemination of False News
We have seen that in the past with Rita Skeeter during the Triwizard Tournament, the media has great ability to manipulate the truth and influence public opinion. Since the prolonged end of the First Wizarding War, the Ministry has managed to bring the long-yearned for peace to the region. Due to Fudge's own desire to project an image of enduring stability and safety, both the Ministry of Magic and the Daily Prophet, the most prominent news publication of the Wizarding World, have vehemently denied the return of Voldemort. They have also branded Harry, Dumbledore, and other allies as either liars or nutters. Harry's infamous alternative moniker "The Boy Who Lived" was reworked to be dubbed "The Boy Who Lies." The widely propagated and contentious headlines are an interesting device and tool for the Death Eaters, to be used for both purposes of recruitment and disaffection with Dumbledore and his ways. They distract from real issues, allowing the Death Eaters to move more swiftly and less prudently. Considering that public opinion is under the sway of the prejudiced media, this also makes it even harder for the Order and Harry himself to garner support from skeptics, thus allowing the Death Eaters to function under the radar.
Destroying the Boy Who Lived
Harry Potter’s claim to fame has always been that he was the boy who evaded Voldemort and the allegedly inescapable “killing” curse. During the peak of Voldemort’s reign of terror, there was a prophecy made by Sybil Trelawney to Professor Dumbledore at the Hog’s Head Pub about the ultimate decline of thee Dark One. While the specifics of the prophecy are not known, there was a supposed spy at the pub that night who heard parts of prophecy and reported it to Lord Voldemort. What Voldemort knew was that the boy who could potentially defeat him would be born in the July to parents who have “defied” him three times. Voldemort thought that it was Harry to whom the prophecy referred. Thus, Lord Voldemort showed up at the Potter home, intending to kill the Potter family. While he was successful in killing the parents, Harry’s mother, Lily’s loving sacrifice in order saved her son. This also gravely incapacitated Lord Voldemort. From this point on, Lord Voldemort was intent on killing Harry Potter, and thereby securing an undisturbed reemergence into power.
Professor Dumbledore, who is also aware of the prophecy, took great measures to consistently protect Harry throughout his life: placing Harry with his muggle family, sending him to Hogwarts, and letting him live a somewhat normal childhood. However, as truths of the past are slowly coming into the light, the burden of protecting Harry has extended beyond Professor Dumbledore; as Harry gets older and becomes a bigger player in the Order, the Death Eaters must work quickly and creatively to finish Voldemort’s job of fulfilling the prophecy and enabling Voldemort’s immortality. For larger societal reasons, ensuring that Harry lives leaves hope that Harry may someday defeat Lord Voldemort once and for all - this cannot be tolerated.
Department of Mysteries
The Department of Mysteries is a classified department within the Ministry of Magic that carries out confidential research with some of the greatest “mysteries” of the world. Very few ministry officials even know about the existence of the department. The workers in this department are called Unspeakables. The Department of Mysteries was established in the late 17th century, prior to the creation of the Ministry of Magic. The department was created during the emergence of the British Empire, when people feared that muggle minds’ were sharper than wizards had imagined. The Department of mysteries has various division including the brain room, the hall of prophecies, the love chamber, the space chamber, and the time room. The most integral chamber to this committee is the Hall of prophecies, where records of prophecies are stored in glass orbs. Only the Keeper of the Hall of Prophecies or the subjects of the individual prophecy can lift the orbs.
When Lord Voldemort failed to kill Harry for the third time during the Triwizard tournament, he became determined to hear the full prophecy in order to know how to defeat Harry. There had been multiple attempts to break-ins to the Department of Mysteries. Sturgis Podmore had once been placed under the Imperius Curse to attempt to steal the prophecy, but was arrested trying to. Lucius Malfoy also placed Broderick Bode, an Unspeakable, under the Imperius Curse to force him to steal the prophecy. However, he did not have access because who was not mentioned in the prophecy. As a side effect, Bode was afflicted with a mind-confusing curse.
Relevant Issues:
Why does this topic warrant our attention?
The implications of the revival of Voldemort and his Death Eaters is similar to that of the first Wizarding War. Lord Voldemort's primary objective in obtaining such power was to create a new world order where purebloods are in charge, while muggle-borns are completely exterminated or kept in bondage. In terms of actual execution, this could mean countless cruel murders of innocent muggles and defenders of muggles. With regard to actual wizards, Voldemort's revival could intimate the return of the torture and murders of muggle-born wizards and witches as well as Blood Traitors (Purebloods who married non Purebloods).
The comeback of Lord Voldemort may also suggest rising antagonisms with other species of magical beings. Similar to muggleborns, Death Eaters have also been known to ruthlessly treat magical beings such as house elves and goblins like vermin. Death Eaters have previously collaborated with violent and uncontrollable species such as werewolves and mountain trolls. Working in tandem with the Dark Lord, these animals are given the permission to recklessly destruct, kill, and attack whomever they please, so as long as they are not a Death-Eater as well.
The potential revival or Lord Voldemort also means that the Ministry of Magic may fall under the direct control of Death Eaters or employees being controlled by Death Eaters under the Imperius curse. This means that the Dark Side can inconspicuously bring about an entire reign of terror under the pretense of the official administration. The Imperius Curse is one of the Death Eaters’ most powerful tool as it allows them to control key and trustworthy figures in other networks beyond their own. As seen with Barty Crouch Sr., with the Imperius Curse, Death Eaters’ can expand their influence, destabilize the government, and execute their own plans efficiently through trustworthy agents.
The return of Lord Voldemort and his supporters have significant consequences society as a whole, and the capacity to start a new era of magic. According to Remus Lupin, at the height of the Wizarding War, “The last time Voldemort had power he almost destroyed everything we hold most dear.” That is also what is at stake again.
What has happened related to this topic within the last 6 months?
When Harry returned from the graveyard at the end of the Triwizard Tournament, clutching the body of Cedric Diggory and claiming that He Who Must Not Be Named had returned, people were not sure what to believe. No one had seen what happened. No one wanted to believe it could be true. Above all, Cornelius Fudge did not want it to be true. Fear had already once gripped the wizarding world, and he refused to accept that history was repeating itself under his jurisdiction. Consequently, the Daily Prophet, calls Harry “The Boy Who Lies” and “Plotter”, convincing the majority of the wizarding world that the his claim was absolutely absurd. The time is now for the Death Eaters to rise again (first under the radar, and then with full force). Even though most of the wizarding world was in denial in the beginning, once people start disappearing and dark incidents take place, most realize that it can be the work of no one but He Who Must Not Be Named. This is when the Death Eaters can truly utilise the fear to bring the instability in the wizarding community back to its state during the height of the First Wizarding War. Most recently, there was a mass breakout from Azkaban, where several high profile prisoners, including Bellatrix Lestrange, escaped. This is a massive breakthrough (excuse the pun) and will accelerate the process of reviving the Death Eaters.
How are such events and developments relevant to potential solutions and crises?
With He Who Must Not Be Named at large again, there are many opportunities for potential crises and solutions. Death Eaters are running amuck, harming innocent people and evoking fear and panic. The situation will continue, and the Order will eventually attempt to confront the Death Eaters for it to do so. With the Ministry in the hands of Fudge, it would be quite easy for the Death Eaters to take control. If the Ministry were to lose control, there would be a power vacuum and the consequences could be disastrous. The last time this happened, the Death Eaters put particular focus on Order members, who were targeted while many extraordinary wizards and witches were killed. No one could see an end to all the turmoil. Last time, Harry Potter was the problem. This mistake won’t be repeated.

Barty Crouch Junior
Description: Barty is the son of Barty Crouch Senior - an influential, powerful, and ruthless Ministry of Magic official during the First Wizarding War. Crouch Jr. joined the Death Eaters during the FWW in the 1970s, when he was only a teen, partially as a rebellion against his father. After torturing the aurors Frank and Alice Longbottom, he was sentenced to life imprisonment in Azkaban at a trial presided over by his own father.
Portfolio Powers:
Severus Snape
Description: Professor Severus Snape (9 January, 1960 – 2 May, 1998) was a half-blood wizard and son of Tobias and Eileen Snape. During his lifetime, Snape was Potions Master (1981-1996), Defence Against the Dark Arts professor (1996-1997), and Headmaster (1997-1998) of Hogwarts School of Witchcraft and Wizardry (which he attended as a student from 1971 to 1978.) He was also a member of the Order of the Phoenix and played a very important role in both of the Wizarding Wars against Voldemort.
Snape was raised in the Muggle dwelling of Spinner's End, which was in close proximity to the home of the Evans family, though in a poorer area. He met Lily and Petunia Evans when he was nine, and fell deeply in love with Lily, becoming a close friend of hers. In 1971 he began his first term at Hogwarts where he was Sorted into Slytherin House. This put him in the same year as Lily but unfortunately for him, in rival houses. Severus became the immediate enemy of James Potter and Sirius Black and was a frequent victim of their bullying. Snape developed a passion for the Dark Arts at a young age, which increased as his desire for revenge grew stronger. Snape became involved with the bullies in Slytherin House, many who were pure-blood supremacists. This put his friendship with Lily, a Muggle-born, under great strain, until it was eventually broken in their fifth year. In an attempt to win back Lily's affections[10], Snape joined the Death Eaters along with a group of his fellow Slytherins.
Severus was made a member of the Slug Club, presumably because of his brilliance at potion-making, and Horace Slughorn kept a picture of him as a student, clutching his copy of Advanced Potion-Making. Despite this, Horace did not have many hopes for Severus's future, as his photograph was kept behind many others.[11]
Shortly before Lily Evans was murdered by Lord Voldemort, Snape changed sides and became a member of the Order of the Phoenix and double agent during the Second Wizarding War. With tremendous difficulty, Snape prevented Lord Voldemort from learning the truth about his loyalties. Despite the opinions of most others including Harry during his early life, Albus Dumbledore trusted Snape for reasons that were kept between them both until their deaths. When he died, it was revealed that his deep strong love for Lily Evans caused him to redeem himself, joining Dumbledore's cause at the prospect of her protection (and, after her death, that of her son) from Lord Voldemort.
The relationship between Dumbledore and Snape would be one of an unusually strong loyalty, so much so that Snape agreed to kill Dumbledore upon Dumbledore's own request. Before Dumbledore's death, Snape promised to protect the students of Hogwarts from the Death Eaters, who would inevitably take control of the Ministry of Magic, as well as the school. Snape later participated in the Battle of Hogwarts, but was murdered by Lord Voldemort who mistakenly believed that Snape was the master of the Elder Wand (an immensely strong and powerful wand that Voldemort deeply desired, one of the Deathly Hallows) when in reality, Harry Potter was the master of the Elder Wand, because Draco Malfoy had disarmed Dumbledore, on the night of Dumbledore's death on top of the Astronomy Tower and Harry had disarmed Draco at Malfoy Manor.
After his death, Harry Potter ensured that Severus Snape's portrait remained at Hogwarts, honouring him as a hero, despite their significant personal differences. In addition, Harry later named his second son Albus Severus Potter in honour of Dumbledore and Severus, both an inspiration in Harry's life after the Battle of Hogwarts. Harry also was influenced by Severus' Hogwarts house, and freely admitted that Albus could choose Slytherin if he wished.

Corban Yaxley
Description: Yaxley was one of the many Death Eaters who fought in the First Wizarding War in the 1970s. After Lord Voldemort's downfall, Yaxley managed to avoid imprisonment in Azkaban. Like many others, Yaxley believed Voldemort had been thoroughly finished and, thus, did not attempt to find him. However, after the Dark Mark is projected in the sky after Voldemort’s return at the close of the Triwizard Tournament, Yaxley immediately appeared at Voldemort’s side. Yaxley is highly obsessed with blood purity, despising both muggle-born wizards and even “half-bloods.”
Portfolio Powers: Yaxley is a skilled practitioner of the Imperius Curse, is well-versed in nonverbal magic, and is very proficient in wizard’s duels.
Peter Pettigrew
Description: Peter Pettigrew, O.M. (First Class)[9], (c. 1960 – March, 1998), also known by his nickname "Wormtail,"[10] was a wizard and son of Mr and Mrs Pettigrew. He began attending Hogwarts School of Witchcraft and Wizardry in 1971 and was sorted into Gryffindor House after the Sorting Hat pondered over which house he belonged in for over five minutes, a true Hatstall. During his years at Hogwarts, he became one of the Marauders; he was best friends with Sirius Black, James Potter, and Remus Lupin, and together they created the Marauder's Map.
During the First Wizarding War, Peter was a member of the Order of the Phoenix, but became a spy when he defected to Lord Voldemort. He was made Secret-Keeper for the Potters when they went into hiding with the use of the Fidelius Charm, and betrayed James, his wife Lily, and their son Harry to Lord Voldemort. After Voldemort's fall, he faked his own death and framed Sirius for betraying James and Lily, as well as for his own murder and those of the twelve Muggles he killed during his escape.
Peter spent twelve years living in his Animagus form as the Weasley family's pet rat, Scabbers.[10] However, his identity was exposed by Sirius and Remus in 1994, and Pettigrew, with nowhere else to go, sought protection in returning to the service of Lord Voldemort, whom he found in the forests of Albania.
Pettigrew played a key role in Voldemort's rebirth and continued to serve him during the Second Wizarding War. In the spring of 1998, during the Skirmish at Malfoy Manor, in a moment of rare mercy, he hesitated to strangle Harry. The silver hand Lord Voldemort had given Pettigrew interpreted his hesitation as weakness and/or disloyalty, and strangled him to death.
[From Harry Potter Wiki http://harrypotter.wikia.com/wiki/Main_Page ]
Portfolio Powers: Pettigrew is an excellent liar and is trusted more than he should be. His ability to take the form of a rat has come in handy more than once.
Lucius Malfoy
Description: Lucius Malfoy (b. 1953 - 1954) was a pure-blood[3] wizard, and son of Abraxas Malfoy, husband of Narcissa Black and the father of Draco Malfoy. Lucius was educated at Hogwarts, where he was made a prefect in Slytherin House. As an adult, Lucius was an aristocratic wizard and patriarch of the Malfoy family, believing strongly in notions of blood purity and the superiority of pure-blood wizards. He joined the Death Eaters, who shared his views on blood purity, and participated in the First Wizarding War.
After Lord Voldemort's first defeat, Lucius managed to avoid imprisonment by claiming that he had been acting under the Imperius Curse. He and his family remained members of the social elite, though Lucius continued to demonstrate his prejudice. He attempted to sabotage Arthur Weasley's career by slipping Arthur's daughter an old school diary of Tom Riddle's, opening the Chamber of Secrets in 1992, and in 1994, he participated in the humiliation of a Muggle family after the Quidditch World Cup.
When Voldemort returned, Lucius once again served him as a Death Eater, leading the efforts to obtain the prophecy Voldemort sought. In the battle that ensued, the prophecy was destroyed, and Lucius and his comrades were imprisoned in Azkaban in 1996. Although Voldemort broke them out of prison in 1997, he was displeased with Lucius for his failures and treated the Malfoys with disdain. Lucius and his family finally had enough and defected at the end of the Second Wizarding War.
Because he and his family defected from the Death Eaters they were pardoned for their crimes after Voldemort's final defeat and did not serve a stint in Azkaban. He and Narcissa later had a grandson, Scorpius Malfoy, after Draco married Astoria Greengrass.
[From Harry Potter Wiki http://harrypotter.wikia.com/wiki/Main_Page ]
Portfolio Powers: Lucius has strong connections among the wizarding world's’ elite and considerable material resources at his disposal. His ability to disguise his true loyalties is also of great utility.
Bellatrix Lestrange
Description: Bellatrix Lestrange (née Black) (1951 – 2 May, 1998) was a pure-blood witch, the eldest daughter of Cygnus Black III and Druella Black (née Rosier) and elder sister of Andromeda Tonks and Narcissa Malfoy. She was a member of the House of Black, an old wizarding family and one of the Sacred Twenty-Eight. Bellatrix started her education at Hogwarts School of Witchcraft and Wizardry in 1962 and was Sorted into Slytherin House.
After graduating from Hogwarts she became a Death Eater. She was fanatically loyal to Lord Voldemort and was among the most dangerous and sadistic of Voldemort's followers. While Bellatrix and Narcissa married pure-blood wizards, Andromeda married Ted Tonks, a Muggle-born wizard and was disowned by the family. Andromeda was burned off the Black family tree, just like Sirius Black, and they were forbidden to talk about her. At the end of the First Wizarding War, while searching for information on Lord Voldemort, Bellatrix, Rodolphus Lestrange (husband), Rabastan Lestrange (brother-in-law), and Barty Crouch Jr took part in the torture of the Aurors Frank and Alice Longbottom (parents of Neville Longbottom) driving them insane. They were caught and sentenced to life imprisonment in Azkaban for torturing the two Aurors.
[From Harry Potter Wiki http://harrypotter.wikia.com/wiki/Main_Page ]
Portfolio Powers: Bellatrix has a strong handle on all forms of magic, but particularly those used for extracting information and exacting pain.
Igor Karkaroff
Description: Professor Igor Karkaroff (d. 24 June – 31 July, 1996[2]) was a wizard and Headmaster of Durmstrang Institute. During the First Wizarding War, he was a Death Eater who served Lord Voldemort. After being captured and briefly imprisoned in Azkaban following his master's defeat, Karkaroff turned in several of his fellow Death Eaters to the Wizengamot in exchange for his crimes being pardoned.
Karkaroff later went on to become Durmstrang's headmaster, leading the school's delegation to Hogwarts School of Witchcraft and Wizardry for the 1994 Triwizard Tournament. There, Karkaroff did everything he could to get his school's champion (Viktor Krum) in the lead, and flew into a panic when his Dark Mark began to burn. When Voldemort returned, he fled. For his treachery, Karkaroff was hunted down and murdered by his former comrades in the summer of 1996.

Portfolio Powers: Karkaroff has loyal followers among his former students.
Fenrir Greyback
Description: Fenrir Greyback (fl. 1945 – 1998) was a werewolf notorious for his savagery and preference for attacking children. He was a leader in his community and strived to infect as many people as possible with lycanthropy, hoping to build an army strong enough to eventually take over the wizarding community. It was he who infected Remus Lupin with lycanthropy when Remus's father (Lyall Lupin) insulted werewolves and said "they deserve nothing less than death."
During the Second Wizarding War, Greyback and the pack of werewolves he led allied themselves with Lord Voldemort, though they were not considered Death Eaters as they did not have the Dark Mark. Greyback fought in the Battle of the Astronomy Tower, during which he expressed an eagerness to bite the children of Hogwarts and left Bill Weasley badly scarred,[1] and later that year led a gang of Snatchers when Voldemort was in control of the Ministry of Magic.[3] Greyback fought in the Battle of Hogwarts, where he at one point attacked Lavender Brown, but was incapacitated by a Blasting spell by Hermione and then a crystal ball to the head by Professor Trelawney. During the second part of the battle, where both sides faced-off in the Great Hall, he was defeated by Ron Weasley and Neville Longbottom.[3]

Portfolio Powers: Greyback has a loyal army of werewolf followers and can create more as he pleases.
Antonin Dolohov
Description: Antonin Dolohov was a wizard and one of the original Death Eaters of Lord Voldemort. He fought in the First Wizarding War, during which he tortured many Muggles, and wizards and witches who were not supporters of the Dark Lord. Along with four other Death Eaters he participated in the murders of Fabian and Gideon Prewett. Dolohov was caught, convicted of these crimes, and sentenced to life imprisonment in Azkaban.
He escaped after Voldemort's return and the start of the Second Wizarding War, in the mass break-out of 1996, and participated in the Battle of the Department of Mysteries, where he was re-captured and incarcerated. By the summer of 1997, Dolohov was at large again. He and Thorfinn Rowle attacked Harry Potter, Hermione Granger, and Ron Weasley at Tottenham Court Road, but they were defeated and his memory was wiped. In 1998, Dolohov fought in the Battle of Hogwarts, during which he murdered Remus Lupin. At the climax of the battle, he engaged Filius Flitwick in a duel, and was defeated.

Portfolio Powers: Dolohov is skilled in the dark arts and is capable of extreme secrecy when necessary.
Questions to Consider
Despite all the evidence that Voldemort has returned, the Ministry and the general wizarding world has denied all the proof. How can the Death Eaters get the Ministry to delay realizing the truth which would change public sentiment?
