Supporting Registration Efforts in Karamoja - Uganda

WFP's Fast IT and Telecommunications Emergency and Support Team (FITTEST) is supporting the Government of Uganda in building a nationwide single population registry using WFP's beneficiary information management system, SCOPE. To start with, 175,000 people approximately from the district of Kaabong, in the northern sub-region of Karamoja, are being registered. This data will be used as the targeting baseline for the implementation of the government’s social protection programmes and for the assistance provided by WFP and its partners.

 The WFP Ugandan team, supported by SCOPE experts from the Regional Bureau in Kenya, and FITTEST are on the ground to facilitate the registration thanks to extensive SCOPE knowledge, information technology infrastructure and equipment and, crucially, project coordination. FITTEST, leveraging its 20 years' of field experience in complex operations, is leading seven registration teams across Kaabong, each with about 20 people and a fleet of 21 vehicles.

The registration activities are facing numerous challenges. Most of the registration sites have no connectivity and the 10GB+ collected per day has to be uploaded over two dedicated satellite links overnight. Despite of the lack of power and local transportation and fuel, registrations continue thanks to the commitment and relentless efforts of 140 staff who are burning the midnight oil to make it all happen.
